OC man wanted in drug case taken into custody

Sugarcreek Borough police took a man into custody Wednesday who was wanted for his alleged involvement in a drug ring that sold heroin in Venango County.

Police said Devon McClelland, 27, of Oil City, was arrested at about 1:30 p.m. in Franklin without incident.

Police said that in December 2019, McClelland sold 42 stamp bags containing fentanyl-laced heroin to a confidential informant at the beginning of a year-long investigation into a drug ring allegedly headed by two men – Donald E. Albritton-King and Franco “Rocco” Siciliano.

McClelland was also named by Siciliano as having a role within the organization which is said to have made $25,000 a month selling heroin in Venango County, according to police.

McClelland is charged with felony counts of corrupt organizations-employee, conspiracy-manufacture, delivery or possession with intent to manufacture or deliver, manufacture, delivery or possession with intent to manufacture or deliver and criminal use of a communication facility.

He was arraigned Wednesday and placed in the Venango County jail with bail denied due to McClelland being deemed a flight risk.

His preliminary hearing is scheduled for 8:30 a.m. Wednesday in Central Court.

Sugarcreek police thanked the concerned citizens of the borough for the “overwhelming pubic response” that aided police in locating McClelland.
