OC woman charged with animal cruelty

An Oil City woman is facing animal cruelty charges for failing to provide veterinary care for a dog that had been “set on fire” in late March.

Oil City police said Melissa Rae Kaster, 44, was offered free vet care from Precious Paws Animal Rescue in Franklin after she posted pictures of the dog’s injuries to Facebook. Kaster refused the offer, police said.

Police said that after meeting with the rescue to discuss the dog’s injuries, Precious Paws said they were still willing to offer the free care and advised police the dog required medical attention.

The dog was seized for medical treatment by Precious Paws, which later provided follow up information that the dog received care for its burns, as well as “other issues” that included BBs found inside the dog, police said.

Police said the BBs found showed the dog had been shot with either a BB or pellet-type gun.

Kaster was charged with misdemeanor counts of cruelty to animals and neglect of animals-veterinary care.

A preliminary hearing is scheduled June 17 in Venango County Central Court.
