Couple accused of giving drugs to boy held for court

An Oil City couple accused of giving marijuana and methamphetamine to a 13-year-old boy were held for court Wednesday after an emotionally tense preliminary hearing in Venango County Central Court.

Margaret Waters, 39, and Ronald Potts, 42, were both bound over on 10 counts each of endangering the welfare of children, 29 counts each of possession with intent to deliver a controlled substance and 30 counts each of corruption of minors.

Waters broke down in tears when the 13-year-old boy was brought in to testify.

While being questioned by assistant district attorney Justin Fleeger, the boy said his exposure to marijuana started when he was 10 years old when the two defendants would blow smoke in his face.

He said that over the next few years, he smoked marijuana with the defendants between 30 and 40 times.

When asked how the marijuana was smoked, the boy described in detail how to pack a pipe and smoke from it and how to roll a joint.

The boy said he had seen methamphetamine when Waters would use it but that he had never knowingly used meth.

He said he told his father that he had smoked marijuana and that his father took him to a medical facility to be tested for drugs.

Franklin state police trooper Adam Haun, the arresting officer, said he had been provided documentation in December that showed the boy had methamphetamine in his system.

Attorney Pamela Sibley, who represented Potts, asked the boy if he had ever been given substances by friends or other people, to which he said no.

Attorney Matthew Parson, representing Waters, had no questions, but requested that bail be modified to an unsecured bond for Waters, who is incarcerated in the Venango County jail on $10,000 straight bail.

District judge Andrew Fish ruled that bail would remain the same and that all charges for both defendants would be bound over to the Court of Common Pleas.
