OC man accused of rape; 2nd person charged in case

Oil City police said Tuesday they have arrested an Oil City man on charges that include rape following a six-month investigation.

A second Oil City resident has also been charged in the case.

Police identified the man arrested on the rape charges as David Waters Jr., 34, of 306 Wilson Ave.

Investigating officer Lt. Steven Hamilton said the incidents that led to Waters’ arrest occurred in 2008 and in February 2013 at a location on Halyday Street in Oil City.

The incidents involved two children, Hamilton said.

Waters was charged with felony counts of rape of a child, statutory rape, indecent assault, endangering the welfare of children, incest and corruption of minors for one of the incidents, Hamilton said. Charges in the other incident include rape of a child, statutory sexual assault, sexual abuse of children, indecent assault, endangering the welfare of a child and corruption of minors, Hamilton said.

All the charges against Waters are felonies, police said.

The second person charged was identified as Chasity Bellin, 34, also of 306 Wilson Ave. Bellin was charged with a felony count of sexual abuse of children and a misdemeanor count of endangering the welfare of children.

Bellin was also charged with a felony drug count that was revealed during the arrest in the sex case, Hamilton said.

Both were arraigned and taken to the Venango County jail in lieu of bail, which was set at $500,000 for Waters and $450,000 for Bellin.
