Police: Woman dragged by vehicle; Franklin man charged

A 53-year-old Franklin man is facing several charges after Franklin police said he placed another person in danger.

Police, in a criminal complaint, said they received a call Tuesday from a resident who was worried about his neighbor’s well-being after she was dragged by a moving vehicle earlier that day.

Police said they made contact with the woman, who had a forehead injury, and significant road rash on her left ankle and knee, both hands and on her left elbow/arm, the complaint said.

The woman told police that Charles Williams, her boyfriend, returned home after acquiring methamphetamine, grabbed his meth pipe and then left the house again, the complaint said.

Williams then entered the running vehicle at the same time the woman attempted to take the keys from the ignition, the complaint said.

Williams told the woman to “hold on” and then started to drive the vehicle away as the woman tried to hold onto it from the window while she stood on the running board, the complaint said.

The woman believes she was dragged for about 15 feet before she was able to let go of the vehicle, according to the complaint.

Williams, the complaint said, returned the vehicle and keys to the residence about five hours later and then left by foot.

Police tried to locate Williams but were unsuccessful, the complaint said.

Williams was charged with one felony count of aggravated assault — attempts to cause serious bodily injury or causes injury with extreme indifference — and one misdemeanor count of recklessly endangering another person, one misdemeanor count of simple assault, and one summary count of harassment — subject other to physical contact.

He was arraigned Wednesday and placed in Venango County jail. He was unable to post bail.

Williams’ preliminary hearing is scheduled Wednesday in Central Court.
