Oil City pair facing forgery, identity theft charges

An Oil City man and woman are facing charges that include forgery and identity theft for having credit cards and other documents that didn’t belong to them.

Oil City police said in a criminal complaint they were initially contacted Friday by agents from the state Board of Probation and Parole to assist in locating Kody A. Wilkins, 34, and Kaitlyn E. O’Brien, 32, at their residence in the 300 block of Wyllis Street in Oil City.

Agents and police entered the house and detained Wilkins and O’Brien, who had both been hiding, according to the complaint.

Agents then searched the residence and called police upstairs to show them methamphetamine and marijuana, as well as several credit cards and official documents in other people’s names, the complaint said.

Police confiscated the drugs as well as credit cards, debit cards, receipts, letters to credit card companies and other forms of identification not belonging to Wilkins or O’Brien, according to the complaint.

Police also searched a vehicle that had been used by Wilkins and O’Brien and came in contact with the woman who owned the vehicle, the complaint said.

The woman provided evidence to police that the registration card in the vehicle had been forged by Wilkins and O’Brien, according to the complaint

Police later contacted several of the individuals whose credit and debit cards had been stolen, and one person told police he was aware of one $2,000 transfer of funds as well as several small transactions, the complaint said.

Both Wilkins and O’Brien were charged with felony counts of forgery, identity theft and access device fraud and misdemeanor counts of access device fraud, receiving stolen property, unsworn falsification to authorities, possession of a counterfeit access device, possession of a controlled substance and possession of drug paraphernalia.

They were both placed in the Venango County jail following their arraignments, and their preliminary hearings are scheduled today in Central Court.
