Man in prison repeatedly charged with assault

William Dale Foster, a 49-year-old inmate at Venango County Jail, is facing multiple felony and misdemeanor charges after a series of violent and disruptive incidents over the past month. Foster allegedly assaulted corrections officers, deputies, hospital staff, and law enforcement by spitting, kicking, and threatening them during several confrontations, including while being taken for a mental health evaluation at UPMC Northwest. Despite efforts to restrain and de-escalate him, he repeatedly exhibited aggressive behavior, including flooding his cell and spitting in officers’ faces. He is charged with aggravated assault, assault by prisoner, terroristic threats, indecent exposure, and more. Foster remains jailed without bail due to being deemed a danger to himself and others, with preliminary hearings scheduled in early June.
