Franklin conducting income surveys in some neighborhoods

From staff reports

The City of Franklin will be conducting income surveys in some neighborhoods in conjunction with its 2017 Community Development Block Grant application.

The city must survey the areas to see if they are eligible for street paving and other projects under the block grant. Areas to be surveyed include:

– Elm Street

– Railroad Street

– 600 block of Egbert Avenue

– 1400 block of New Street

– 1400 block of Chestnut Street

– 1400 block of Otter Street

– 200 block of 15th Street

If the city does not receive a 100 percent response rate on the income surveys in a given neighborhood, the projects cannot be undertaken, so the participation of all residents in those areas is crucial. The information collected will remain completely confidential and will be used only for the purposes of grant administration.

Surveys forms will be sent out through the mail and after two weeks, the City will follow up with a door-to-door effort to gather the information from those not responding to the mailing.

The one-page form asks respondents to check the box showing the number of family members – related by birth, marriage or adoption – living in the household. They are then asked to indicate if their total family income is above or below the amount listed for a family of that size. Respondents are also asked to indicate if the property is owner-occupied or a rental property and if it is a female-headed household or a disabled household. They are then asked to list the street address and sign and date the form.

Any questions about the survey may be directed to the city’s community development department at (814) 437-7841.
