Man arraigned on charges related to Franklin chase

A man was arraigned Friday in connection with an incident on Liberty Street in Franklin last April in which he is accused of fleeing from police while in possession of marijuana.

Shain Focht, 33, was placed in the Venango County jail after his arraignment and faces a hearing Wednesday in Central Court.

Franklin police said in a criminal complaint they searched an apartment at 1269 Liberty St. last April 14 for Focht, who they described as a fugitive absconder.

Police saw Focht in the apartment when a woman opened the door, then he ran through a hallway carrying a backpack, the complaint said.

Focht broke through a glass window that led out to a porch roof, and he was pursued by police ordering him to stop, the complaint said.

He jumped from one rooftop to a lower rooftop and from there he jumped onto the hood of a pickup truck, causing $1,900 damage to the truck, the complaint said.

Focht fled down an alley toward Buffalo Street pursued by police, the complaint said. Police found him under a vehicle in the parking lot behind Carbaugh’s Barber Shop on 13th Street, according to the complaint.

Focht refused to come out from under the vehicle and would only show one hand to officers, the complaint said. Police dragged Focht out from under the vehicle as he tried to pull away, according to the complaint.

Focht’s backpack was also retrieved from under the vehicle by police, the complaint said.

Four baggies containing a total of 47 grams of marijuana as well as a cigarette pack containing 13 pills believed to be Alprazolam were found in the backpack, the complaint said.

He was charged with a felony count of manufacture, delivery or possession with intent to manufacture or deliver and misdemeanor counts of use/possession of drug paraphernalia, criminal mischief, resisting arrest and possession of a controlled substance.
