OC man accused of sexually assaulting child

An Oil City man is facing charges for sexually assaulting a child.

Oil City police said in a criminal complaint that in June 2020, police and Children and Youth Services personnel responded to a residence on East Seventh Street for allegations of sexual assault against a child under 13 years of age by David Burrows, 44.

The child’s mother told police the incident didn’t happen and there are cameras in the house and Burrows is not allowed to be alone with the children, the complaint said.

During a second interview with the mother in January 2021, she said the camera system wasn’t working for a short time because the children had messed with the system, the complaint said.

Then on Jan. 7, 2022, after going through multiple sessions of counseling, the child, a girl whose age was not specified in the complaint, told police Burrows touched her inappropriately five times when she was laying in bed between him and her mother, the complaint said.

The complaint notes the incidents happened between August 2019 and June 2020.

Burrows has been charged with felony counts of aggravated indecent assault without consent, aggravated indecent assault-complainant less than 13, aggravated indecent assault-complainant less than 16, aggravated indecent assault of a child, and unlawful contact with minor-sexual offenses, as well as misdemeanor counts of indecent assault-without consent of other and indecent assault person less than 13.

He was arraigned Wednesday and placed in the Venango County jail with bail denied because he is a danger to society, and his preliminary hearing is scheduled for Wednesday in Central Court.
