OC man charged for breaking into Franklin home

An Oil City man is facing charges for breaking into a house on Norman Street in Franklin last week.

Franklin police said in a criminal complaint they were called March 2 to the 100 block of Norman Street for an active burglary and found Clint Phillips, 40.

Police saw Phillips step around the corner of a shed on the property and made eye contact with him before he quickly ducked behind the shed, the complaint said.

The complaint notes that the officer who responded is “very familiar with the address and has responded to similar calls in the past” and that the officer was also familiar with Phillips and “knew that he had multiple warrants for his arrest.”

The officer looked into the shed through the open door and saw Phillips on his hands and knees hiding under multiple items, the complaint said.

The officer called Phillips by name and ordered him to come out three times, but Phillips didn’t come out until “the threat of force was used,” according to the complaint.

The homeowner told police Phillips had lived with her for two months late last year before he was told to leave, and the woman also said Phillips had been told multiple times he had no right to be on the property, according to the complaint.

The woman also told police that over the past few months, Phillips showed up at the house unannounced on multiple occasions and entered without permission, the complaint said.

Phillips was charged with a felony count of criminal trespass-break into structure and misdemeanor counts of defiant trespass, make repairs/sell offensive weapon and flight to avoid apprehension/trial/punishment.

Phillips was arraigned Tuesday and placed in the Venango County jail after being unable to post bail.

His preliminary hearing is scheduled for March 16 in Central Court.
