Oil City man accused of animal cruelty

A video of an Oil City man allegedly abusing a dog has lead to charges for cruelty to animals following police investigation.

According to a press release from Oil City Police Department, officers identified the individual in the video as Joseph J. Metz, 33, of Oil City.

On Sunday, officers from the Oil City Police Department traveled to a residence in the 200 block of Butternut Alley in Oil City and made contact with Metz, according to the release. Metz allegedly physically resisted officers’ attempts to take him into custody, the release added.

After he was in their custody, Metz was transported back to the police department, the release said.

Metz has been charged with resisting arrest and cruelty to animals, and the press release said he was arraigned on Monday.

Police returned to the residence Monday and contacted the homeowner that was responsible for the dog after Metz’s arrest, according to the complaint, which said the homeowner relinquished the dog to police so she could be treated at Precious Paws in Seneca.
