Oil City man accused of raping boy, 13

An Oil City man is facing charges that accuse him of raping a 13-year-old boy in Rockland Township.

Franklin state police said in a criminal complaint that a woman came to the barracks in August to report that her 13-year-old son had been sexually assaulted by his cousin, Jonathan Leroy King, 21.

The woman told police that on Aug. 16 her son and King had been riding an ATV in Rockland Township and when they returned to camp, her son was acting strangely, which made her suspicious since she knew King had been arrested for sexual offenses in the past, the complaint said.

King was on probation at the time after negotiating a guilty plea in three other cases involving the rape of a 14-year-old girl last year, according to court documents.

The next day, the woman’s son told her what happened over text, so she picked up her son and went and reported the incident to state police, the complaint said.

The woman then drove her son to Children’s Hospital in Pittsburgh where hospital staff conducted a sexual assault evidence collection kit, and the next day all the clothing the boy had been wearing the day of the assault was turned over to state police, the complaint said.

On Aug. 18, King texted the woman asking her not to tell his father and saying he was sorry for what he did and asking her to call him so he could explain, the complaint said.

Police took the sexual assault evidence collection kit and the underwear the boy was wearing on Aug. 16 to the state police lab in Erie, the complaint said. Police also served a warrant on King and collected a sample of his DNA, according to the complaint.

On Nov. 29, the lab results came back showing that King’s DNA was found on the boy’s underwear, the complaint said.

King has been charged with felony counts of rape forcible compulsion, rape of a child, involuntary deviant sexual intercourse forcible compulsion, involuntary deviant sexual intercourse person less than 16 years of age, involuntary deviant sexual intercourse with a child, aggravated indecent assault without consent, aggravated indecent assault forcible compulsion and aggravated indecent assault of child.

He was arraigned Wednesday and placed in the Venango County jail after being unable to post bail, and his preliminary hearing is scheduled Wednesday in Central Court.

Previous cases

In the spring of 2021, King was charged in three cases, two in Venango County and one in McKean County, with raping a 14-year-old girl multiple times, court documents show.

He took a negotiated plea in all three cases, according to the documents.

In the two cases in Venango County, King was sentenced in February to serve six months to 23 months and 29 days in jail and 24 months probation.

Five months later, on July, 29 he was granted parole by Venango County President Judge Marie Veon, the court documents say.

In the McKean County case, King was sentenced to incarceration for no less than six months and no more than 12 months as well as 15 months of probation.

King served about five months in jail on that charge before he was granted a “good time” release in February, according to court documents.
