Oil City man and woman accused of kidnapping girl on their street

An Oil City couple, Jose Libreros, 27, and Kimberly Andino-Vazquez, 42, have been charged with kidnapping a young girl and holding her at their Jefferson Street home. Police said the girl was reported missing early Monday morning, and after tracing her to the couple’s residence, officers found her inside. The girl told police the pair refused to let her leave once they learned she was reported missing and that they gave her marijuana. Libreros allegedly kept a firearm nearby during the incident. Both suspects face felony charges of interference with custody and concealment of a child’s whereabouts, as well as a misdemeanor corruption of minors charge. Libreros was denied bail, while Andino-Vazquez remains in jail on $150,000 bail, with a preliminary hearing set for Nov. 5.
