Survey going out regarding proposed Innis project in OC

The City of Oil City plans to apply for a federal Community Development Block Grant to support the proposed reconstruction of Innis Street from Front Street to West First Street in the near future.

To determine eligibility for the grant, federal regulations require certain demographic information be collected from each family that will benefit from the proposed street reconstruction project.

The city will collect the required demographic information through a one-page survey questionnaire that will be mailed Monday to benefiting families.

City officials said a 100 percent response rate is necessary to satisfy requirements of the federal grant. Unless every family responds, the project’s eligibility for federal CDBG funding can’t be assessed.

If residents haven’t responded by the March 1 deadline, city staff will follow up with phone calls and door-to-door visits to gather the necessary information.

The city will not ask residents to report their income. The survey questionnaire will ask residents to indicate their family size and whether their gross annual family income is above or below the corresponding figures for a family of that size as determined by the 2020 federal Housing and Urban Development income limits for Venango County.

All information collected will remain confidential and will be used only for the purposes of grant administration.
