2 OC men facing firearms, stalking charges

Two Oil City men are facing charges for bringing two loaded rifles to the parking lot of UPMC Northwest on Tuesday in an attempt to contact someone who had a protection from abuse order against one of the men.

UPMC Northwest police said in a criminal complaint that at about 3:30 p.m. Tuesday, hospital security spotted a vehicle in the parking lot they recognized from an incident the previous day involving a PFA violation.

When hospital police approached the vehicle, driven by Scott Baker, 46, they observed Baker and Jon Siennick, 71, sitting in the vehicle with two, loaded long rifles, the complaint said.

The one, a semi-automatic rifle, was loaded with 11 rounds, one of which was in the chamber, and the other rifle was loaded with 16 rounds, one of which was in the chamber, the complaint said.

Neither man had a valid conceal carry permit and both knew there was an active PFA against Baker, the complaint said.

Baker was not to be on hospital property due to the fact the person protected by the PFA listed the hospital as a place of employment, the complaint said.

Siennick tried to make contact with that person, the complaint said.

Baker was also observed operating the vehicle while being “under the influence of a controlled substance,” according to the complaint.

Baker and Siennick were both charged with a felony count of firearms not to be carried without a license and a misdemeanor count of stalking. Baker was also charged with DUI.

They placed in the Venango County jail with bail denied, and their preliminary hearings are scheduled Wednesday in Central Court.
