2 OC residents face drug, child endangerment charges

Two Oil City residents are facing drug charges and charges of endangering the welfare of children after a welfare check was conducted at their Halyday Run Road residence.

Franklin state police, in a criminal complaint, said that just after midnight on Dec. 17, they responded to the residence for a Safe2Say call to check on the welfare of an individual, where they spoke to 31-year-old Jennifer Sylvester.

Upon entering the house through a mud room, police detected a “strong odor of processed marijuana,” and noticed a glass dish with “ground green leaf form marijuana and numerous buds” on a small table, the complaint said.

They also observed paraphernalia such as rolling papers, a grinder, a scale and a glass funnel, as well as partially-smoked marijuana roaches, according to the complaint.

The complaint stated that from speaking to Sylvester, police verified the individual was “in good mind and health,” and they informed her of the services available through the county if needed.

Sylvester then informed police that three children resided at the residence, according to the complaint.

Sylvester is facing three misdemeanor charges each of endangering the welfare of children — parent/guardian/other commits offense and of recklessly endangering another person, as well as a misdemeanor count of marijuana-small amount personal use, and four counts of use and possession of drug paraphernalia.

Cody Sylvester, 35, who resides at the same address, is facing the same charges, including endangering the welfare of children as the parent, guardian, or other person supervising their welfare.

The preliminary hearing for both Jennifer Sylvester and Cody Sylvester is scheduled at 8:30 a.m. April 3 before District Judge Andrew Fish.
