Adamovsky cited for Grandview building neglect

Milan Adamovsky has been cited again for neglecting to repair one of his five properties in Oil City.

This time, Adamovsky, who came to Oil City from New Jersey a little more than three years ago, has been issued a summary citation for “unsafe conditions” at 202 Center St., the former Grandview Estates building.

The citation says he has failed to make repairs “to deficiencies with the exterior masonry” of the former Grandview building, allowing water to seep into the structure.

The citation, dated Jan. 18, makes mention that a “notice of violation was sent via certified mail on November 9, 2023, to abate by January 5, 2024.”

In October, the Oil City code office also cited Adamvosky for using the former Grandview building as a warehouse.

In that citation, the code office noted that Adamovsky is “using a building in the Central Commercial District for warehousing which is not a permitted use in that zoning district.”

Since that time, the weathered, water-damaged paper covering the large windows on the first floor has been changed out for large sheets of black plastic.

All that is left of an awning that once shaded the sidewalk is the metal frame, and above it the lettering “Grandview Estates” still hangs.

Adamovsky has also faced scrutiny and citations for his IOOF building on Seneca Street that was severely damaged in an April 1 storm last year.

The damages to the IOOF building also resulted in damages and a temporary evacuation of residents at Seneca Court next door.
