A Franklin man, Chester J. Sibble, 41, has been charged with multiple felony offenses after police say he exposed himself to and inappropriately touched an 8-year-old girl on several occasions. According to authorities, the allegations were reported through Children and Youth Services, and while Sibble initially denied the claims, investigators said he changed his story during questioning and later avoided scheduling a polygraph test. The child confirmed the allegations during an interview with CYS. Sibble faces charges including corruption of minors, indecent assault and unlawful contact with a minor, and is being held in Venango County Prison on $75,000 bail pending a March 11 preliminary hearing.
