Oil City woman facing theft charges

An Oil City woman is facing charges for using another woman’s debit card to make unauthorized charges.

Oil City police said in a criminal complaint they were contacted in January by a woman who reported the unauthorized charges on her card. The woman told police she believed she had lost her wallet in the Oil City area a few days earlier, the complaint said.

When police investigated, they found that Kaitlyn O’Brien, 30, had made a number of purchases using the card, the complaint said.

The card had been used at the North Side Country Fair in Oil City, Rural King in Sugarcreek Borough, and for online payments including online gambling and Venmo, according to the complaint.

The various fraudulent transactions totaled more than $500, the complaint said.

When police checked surveillance footage at Country Fair and Rural King, they were able to identify O’Brien as the person making purchases with the card, the complaint said.

O’Brien was charged with a felony count of access device used to obtain or attempt to obtain property/services and a misdemeanor count of theft property lost by mistake.

She was placed in the Venango County jail after being unable to post bail, and her preliminary hearing is scheduled today in Central Court.
