State Senate panel OKs bill on phones in schools

The Pennsylvania Senate Education Committee unanimously advanced Senate Bill 1014, a bipartisan measure requiring public schools to adopt “bell-to-bell” policies prohibiting student cellphone use during the school day. Sponsored by Sens. Devlin Robinson, Vince Hughes and Steve Santarsiero, the bill aims to reduce distractions, boost academic performance and address concerns about youth mental health. Districts would choose their own enforcement methods, with exceptions allowed for medical needs, IEP-required devices, translation apps and limited instructional use. The senators said cellphone use is harming learning and social development, and the Pennsylvania State Education Association has endorsed the proposal.
