The move follows a contentious August meeting and ensures compliance with Pennsylvania’s Sunshine Act, which protects public participation while limiting nonagenda actions. Under the policy, nonagenda issues will be referred to staff and may be addressed at future meetings, and speakers must identify themselves and keep comments respectful and non-repetitive. In other business, council approved changes to employee retirement plans, tabled proposals for technology upgrades, agreed to replace a street sign, and noted the opening of Priority First Credit Union.
