Division Street residents will be surveyed for paving project

Residents on a portion of Division Street in Oil City will be surveyed next week to determine eligibility for a street paving project.

The city plans to apply for a federal Community Development Block Grant to support the proposed reconstruction of Division Street from Front Street to West First Street in the near future.

To determine eligibility for the grant, federal regulations require certain demographic information be collected from each family that will benefit from the proposed street reconstruction project.

The city will collect the information through a one-page survey questionnaire that will be mailed to families on Monday.

A 100% response rate is necessary to satisfy requirements of the federal grant, according to Kelly Amos Ryen, director of the city’s community development department.

“Unless every family responds, this project’s eligibility for federal CDBG funding cannot be assessed,” she said. “If residents have not responded by the Feb. 18 deadline, city staff will follow up with phone calls and door-to-door visits to gather the necessary information.”

The city will not under any circumstance ask residents to report their income. The survey questionnaire will ask residents to indicate their family size and whether their gross annual family income is above or below the corresponding figures for a family of that size as determined by the 2020 federal Housing and Urban Development income limits for Venango County.

All information collected will remain strictly confidential and will be used only for the purposes of grant administration.
