2 arrested on warrants after traffic stop

A man and woman who were both wanted on warrants were arrested Friday following a traffic stop on Route 8 in Victory Township.

Franklin state police said in a criminal complaint they pulled over a vehicle driven by Israel Chapman, 38, of Farrell, at about 9:30 a.m. Friday for driving 82 mph in a 65 mph zone.

Police found that Chapman’s license was suspended and warrants had been issued for his arrest in Lawrence County, the complaint said.

A passenger in the vehicle, Morgan Sosebee, 28, of Sharon, was also found to have warrants for her arrest out of Mercer County and the Trumbull County Sheriff’s Office in Ohio, the complaint said.

Sosebee was found in possession of drugs and drug paraphernalia including suspected crack cocaine, suspected heroin and a small amount of marijuana, the complaint said.

They also found that Chapman, who is a registered sex offender, was in violation of Megan’s Law because he was driving a vehicle he wasn’t authorized to drive, the complaint said.

Chapman has been charged with a felony count of fail to provide accurate registration information and seven summary traffic violations.

Sosebee has been charged with misdemeanor counts of possession of controlled substances, use/possession of drug paraphernalia and marijuana-small amount personal use.

They were arraigned Friday and placed in the Venango County jail after being unable to post bail, and their preliminary hearings are scheduled Wednesday in Central Court.
